Description

Job Overview  

IDRC’s Human Resources Division’s aim is to provide strategic direction, advice, guidance and integrated human resources management services to managers and employees as well as to foster integrity of human resources decisions and the well-being of all.  The Division also designs, develops and implements policies and programs in various human resources related areas.
As the Global Compensation Specialist reporting to the Manager of the HR Centre of Expertise, you will provide advice and guidance regarding compensation and benefits by analyzing trends, conducting studies, keeping up-to-date on new legislation, and developing strategies and tools to support IDRC’s corporate global compensation program. You will support HR Business Solutions’ colleagues by providing advice and information in the delivery of compensation and benefits services to employees including overseas allowances paid to employees based in our regional offices around the world. In addition, you will manage more complex global compensation cases such as overseas benefits.  You will also verify payroll transactions and audit employee payroll data on a weekly basis.

Candidate Profile

Education

• Undergraduate degree in Human Resources, Administration or other related fields or an appropriate combination of experience and education
• Federal Public Service Compensation training in superannuation (pension), insurance and other benefits is an asset
• Payroll Compliance Practitioner certificate from the Canadian Payroll Association is an asset

Experience

Position requires a minimum of five years of experience in providing compensation, payroll and benefits services including:
• analyzing global compensation trends, conducting salary surveys and benefit reviews;
• developing and implementing strategies, procedures and tools;
• leading and facilitating change or improvement initiatives; and
• providing sound advice and guidance to employees and colleagues.
Experience overseeing payroll activities such as verifying and reconcile payroll output
Experience with the Federal Public Service benefits and pension programs is an asset
Experience with international compensation and benefits programs is an asset
Note:  Candidates with less than five years’ experience may be considered for appointment at a lower level ($67,288 – $81,070)

Language

• Bilingual position (English and French) at an intermediate level

Knowledge  

• In-depth understanding of human resources trends and best practices related to managing global compensation and benefits programs
• Knowledge of applicable human resources statutes, regulations and policies
• Knowledge of different pay or HRMS systems

Competencies

• Ability to think strategically, analyze and synthesize to propose innovative solutions to resolve various human resources situations
• Excellent interpersonal skills, tact, discretion and diplomacy
• Highly developed verbal communication skills including superior writing abilities
• Judgement, initiative and ability to set priorities as well as work effectively under pressure
• Strong organizational and coordination skills with attention to details
• Ability to work independently with minimal supervision and collaboratively as part of a team
