Description

Job Overview  

IDRC’s Human Resources Division’s aim is to provide strategic direction, advice, guidance and integrated human resources management services to managers and employees as well as to foster integrity of human resources decisions and the well-being of all. The Division also designs, develops and implements policies and programs in various human resources related areas.
As the Payroll and Human Resources Systems Specialist, you are responsible for the payroll function and ensuring the integrity, accuracy of the payroll systems and compliance with various governing bodies. You will coordinate the implementation and maintenance of the Integrated Payroll and Human Resources Management System (Ceridian-Dayforce). You are also responsible for the processing of payroll for all staff in Ottawa and Ottawa-hired staff in Regional Offices (expatriate staff).

Candidate Profile

Education

• Undergraduate degree in Administration, Human Resources or Computer Science or an appropriate combination of experience and education
• Canadian Payroll Association (CPA) Certificate - Certified Payroll Manager (CPM) or Payroll Compliance Practitioner (PCP)
• Certification in Human Resources Management from a recognized HR Professional organization is an asset

Experience

• Position requires a minimum of five years of experience in processing payroll using a payroll system including three years of maintaining a computerized and integrated HR/pay system and experience in providing strategic advice, guidance to managers, staff and HR professionals on a wide range of complex payroll and pay systems
• Experience with Ceridian-Dayforce system would be an asset
• Experience with the Federal Public Service payroll and benefits would be an asset

Language

• Bilingual (English and French) at the intermediate level

Knowledge  

• Comprehensive knowledge of payroll and human resources best practices
• Strong knowledge of systems and software such as Payroll Systems, HR Systems, Word and Excel
• Extensive knowledge of Income Tax Act and Rules as well as Accounting principles and practices
• Knowledge of Public Service Superannuation Act, Canada Labour Code and Employment Standards
