Summary
The Technical Advisor Newborn Health will work with the Newborn Team Leader of MCSP to provide technical direction and support to newborn health programming on the USAID flagship Maternal, Newborn, and Child Health (MNCH) project, the Maternal and Child Survival Program (MCSP). MCSP works at the global, regional, and country level to introduce and/or expland key newborn interventions including: essential newborn care, neonatal resuscitation, care for small babies including Kangaroo Mother Care and identification and management of newborn infections. The Technical Advisor Newborn Health will support the integration of newborn health interventions into other MCSP technical areas such as maternal and child health, and family planning as appropriate. S/he will be responsible for maintaining coordination and collaboration with other key stakeholders in newborn health for MCSP including other US based, bilateral and multilateral partners, professional associations and academic entities, and host country governments.

Essential Duties, Responsibilities and Impact
  • ​Contribute to the overall vision for an global leadership of MCSP's newborn strategy, including supporting learning priorities and establishing and maintaining links with key global stakeholders (10%)
  • ​Contribute to global strategies for addressing the three leading causes of newborn deaths- birth asphyxia, preterm births and newborn infections- through collaboration with MCSP partners, including the maternal health team, and through participation in relevant global working groups, conferences, and meetings (20%)
  • ​Provide technical leadership in the development, implementation and monitoring of MCSP country programs including the development of tools and resources for the delivery, scale-up and documentation of high impact newborn health interventions at community and facility levels (50%)
  • ​Provide global leadership for Save the Children's efforts to scale up essential newborn care by writing, presenting and disseminating newborn results in peer reviewed journals, at professional meetings, with partners, donor organization and with developing country health officials (5%)
  • ​Support capacity building or program staff at HQ and technical and program staff in relevant country offices (5%)
  • ​Provide global leadership for MCSP's/Save the Children's efforts to scale up essential newborn care through design of research/ assessment and by writing, presenting, and disseminating newborn results and learning in peer reviewed journals, at professional meetings, global conferences and with partners, donor organization and developing country health officials (5%)
  • ​Identify and work with short-term consultants to support MCSP newborn health activities as appropriate (2%)
  • ​Serve as a member of Save the Children's newborn health team and work with SC's Department of Global Health and Save the Children International to share technical knowledge, advice and program experience in newborn health (3%)
Required Background and Experience, Skills and Behaviors
  • ​Minimum of 7-10 years' experience required in area of expertise of newborn, child, and maternal health
  • ​Midwifery or medical degree, with advanced training in public health preferred. Minimum of a Bachelor's degree required
  • ​At least 3 years' experience in the design, implementation and monitoring of newborn health programs particularly in Africa and/or South East Asia, including working with Ministries of Health at national and sub-national levels
  • Ability to develop and monitor new approaches and apply best practices in newborn health
  • Ability to travel at least 50% internationally
  • ​Excellent English language skills: verbal, written and presentation skills
  • ​French, Spanish or other local African and/or Asian language skills will be considered as further advantage
  • ​Experience collaborating with key international organizations working in newborn health (e.g., UN agencies, donors, academic institutions, and USAID- funded Cooperating Agencies)
  • ​Computer literacy in word processing, spreadsheet software packages and PowerPoint
