Responsibilities
Within delegated authority, the Programme and Planning Officer is responsible for the following duties:

•Participates in the development, implementation and evaluation of strategic frameworks, programmes and projects for UN field support; monitors and analyzes implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. 
•Exchange information on behalf of the Chief, OST as required, with field missions, Permanent Missions, and partners in the UN system;
•Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. 
•Undertakes evaluation and survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. 
•Researches, analyzes and presents information gathered from diverse sources. 
•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, talking points, briefing notes, presentations and substantive correspondence on the full range of programme and practical issues related to Field Support
•Provides substantive support to consultative and other meetings, conferences, working groups, etc. 
•Provide advice on planning and programme issues to the Chief, OST including specific situations and acute issues concerning Field Support activities 
•Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics, law, international relations, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in programme or project management, administration, human resources or related area is required. Experience in using MS Office such as MS Word, Excel and MS PowerPoint is required. Experience working with or supporting an international, field based operation is desirable. Experience working with or for high-level managers is desirable. Experience in international relations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
